Growth of the Motoring Industry in Tandem with ONE.MOTORING’s Development

LTA rolled out its e-Services Master plan in 2000 with the objective of delivering better customer service by making available online all information and services required to transact with LTA. The initial efforts saw the launch of the ONE.MOTORING portal in October 2000 which has since grown strength-to-strength to become the hugely popular motoring portal today.

A key factor contributing to the portal’s success is its innovative collaboration with industry partners to deliver information and services electronically, as seen in the development of the Vehicle Registration and Licensing System, or e-Services@ONE.MOTORING. This makes it convenient for motorists and the industry to transact with LTA in a single aggregated hub.

Charting the birth of e-Services@ONE.MOTORING

Conceptualised as early as 2002, e-Services@ONE.MOTORING was developed and supported by industry partners, representing both the public and the motor trade industry such as the Automobile Association of Singapore, the Motor Traders’ Association, the Singapore Vehicle Traders’ Association, the Singapore Motorcycle Trade Association, the Automobile Import & Export Association, the Finance Houses Association, and the General Insurance Association of Singapore.

LTA worked closely together with authorised inspection centres and other government agencies such as the Singapore Customs to ensure relevant up-to-date information on all vehicles’ Open Market Value; the Housing Development Board and the Urban Redevelopment Authority to establish database interfaces needed for Vehicle Parking Certificate for heavy vehicles; and the Accounting & Corporate Regulatory Authority for updates on change of company addresses.

Another key partner was the Hire Purchase, Financing & Leasing Association of Singapore, where an immediate check of the financing status of vehicles can be done when a transfer of vehicle ownership or de-registration of vehicle is initiated.

Through the collaborative efforts of industry partners, e-Services@ONE.MOTORING was launched on 28 February 2006. With the new services available on e-Services@ONE.MOTORING, the public can now easily check on the scrap value of their vehicle, apply to de-register their vehicle, and even update their vehicle’s colour among many other services, anytime and anywhere.

Motor dealers appointed by LTA as Electronic Service Agents (ESAs) can now carry out a variety of transactions, such as registration of vehicles and transfer of vehicle ownership, and even retain vehicle registration numbers for their customers, in a shorter time without having to visit LTA.

Growing from Strength to Strength

e-Services@ONE.MOTORING garnered the National Infocomm Awards (NIA) Merit Award in October 2006 for the Most Innovation Use of Infocomm Technology (Public Sector). It was also nominated as one of the top 10 innovative projects by Singapore public service officers in July 2006 and showcased at the Public Service Exhibition from 15 to 19 November 2006. These accolades are indeed a testament to the hard work that the motoring industry and LTA have put in to ensure the success of the system.

Today, e-Services@ONE.MOTORING receives an average of 63,000 transactions daily, with approximately 60% from enquiry services. The remaining 40% are business transactions, such as road tax renewals and vehicle registrations. Of these business transactions, more than 80% are performed at the premises of motor dealers and other LTA-authorised service providers.

Enhanced Services to Meet the Needs of Customers

LTA constantly refines our services and processes to facilitate the smooth working of the motor trade industry through regular dialogue sessions and meetings with the industry.

Some of these enhanced services include:

-    Retention of vehicle registration numbers;
-    Downloading of consolidated statement for Temporary COEs (TCOEs);
-    Application to lay up or de-register vehicles after completion of temporary transfer;
-    Transfer Vehicle Type Approval Codes and submit vehicle accessories applications via the Vehicle Inspection and Type
     Approval System.

On 9 April 2007, the Electronic Vehicle Recall System was also launched. The system helps to automate and facilitate the recall of vehicles by motor dealers, by leveraging on the up-to-date vehicle ownership information in our vehicle registration database. All authorised motor dealers and parallel importers can use this system to notify and update status of any vehicle recalls initiated by the vehicle manufacturers. Vehicle owners can also check the ONE.MOTORING portal for relevant information on vehicle recalls.

Looking back at the past decade, LTA had worked relentlessly with the relevant stakeholders to grow the motoring industry and transform its service capability in a significant way. Moving ahead, LTA will continue to collaborate with the motoring industry to make it more innovative and vibrant in the delivery of goods and services to the public.
