Generally, a vehicle owner can apply to retain the vehicle registration number of his/her vehicle before:
(a) The vehicle is de-registered;
(b) The COE of the vehicle expires; and/or
(c) The vehicle reaches its statutory age requirement;
In addition, the vehicle must be registered and has no outstanding fees/taxes/charges.
The retained vehicle registration number is non-transferable and the vehicle owner can use the retained vehicle registration number to:
(a) Register a new vehicle in his/her name at the prescribed fee of $100; or
(b) Replace the vehicle registration number on an existing vehicle in his/her name at the prescribed fee of $1,300.
Once a vehicle registration number has been retained, it cannot be cancelled and no refund of any fee paid will be granted. The retained vehicle registration number has a usage validity period of 12 months from the date the vehicle registration number was successfully retained.
Prescribed Fees To Retain and Use A Vehicle Registration Number
The prescribed fees to retain and use a vehicle registration number are as follows:
(a) $100 if it is to be retained from a vehicle that is to be de-registered immediately. If the retained number is subsequently used to replace the registration number on an existing vehicle registered in the owner's name, an additional fee of $1,200 will be payable. There will be no additional fee payable if it is used to register a new vehicle; or
(b) $1,300 if it is to be retained from an existing vehicle. If the retained number is subsequently used to register a new vehicle in the owner's name, $1,200 will be refunded to the owner. There will be no refund if it is used to replace the vehicle registration number of an existing vehicle.
Channels To Retain A Vehicle Registration Number
(a) e-Services@ONE.MOTORINGFrom 19 April 2010, a vehicle owner can login to his/her
e-Services@ONE.MOTORING account to retain the vehicle registration numbers of his/her existing vehicle (except vehicles registered under the Off-Peak / Revised Off-Peak / Weekend / Vintage / Classic Cars / Pulau Ubin / Restricted Use schemes).
The prescribed retention fee is $1,300 and the retained vehicle registration number has a usage validity period of 12 months from the date the vehicle registration number was successfully retained.
(b) Electronic Service Agents (ESAs) providing registration of new vehicle servicesA vehicle owner may apply to retain the vehicle registration number of his/her existing vehicle for use on his/her new vehicle to be registered at his/her motor dealer's premises.

The prescribed fee is $100 and the retained vehicle registration number must be utilised within 14 days. Otherwise, the usage validity period of the retained vehicle registration number will be extended to 12 months with payment of an additional fee of $1,200.
(c) LTA, 10 Sin Ming DriveA vehicle owner may apply at LTA to:
(
i) Retain a vehicle registration number from his/her registered vehicle (i.e. without de-registering the existing vehicle):The prescribed retention fee is $1,300.
If the retained vehicle registration number is used to register a new vehicle within the usage validity period, $1,200 will be refunded to the vehicle owner.

(ii) Retain a vehicle registration number from his/her vehicle that is to be de-registered immediately:The prescribed retention fee is $100.
However, if the retained vehicle registration number is used to replace the number on an existing vehicle within the usage validity period, the vehicle owner would need to top up an additional fee of $1,200.

Assign A New Vehicle Registration Number To The Existing Vehicle At The Application To Retain The Vehicle Registration Number
At application to retain the vehicle registration number, the vehicle owner may choose to use a system generated number, a bid number, or another retained vehicle registration number registered in his/her name to replace the number on the existing vehicle (i.e. from which the vehicle registration number is to be retained):
(a) System generated number - No additional fee payable;
(b) Bid number - No additional fee payable;
(c) Another retained vehicle registration number where owner had paid $1,300 previously to retain the number - No additional fee payable; or
(d) Another retained vehicle registration number where owner had paid $100 previously to retain the number - An additional fee of $1,200 is payable.
Change The Licence Plates Of The Existing Vehicle
Upon the successful retention of the vehicle registration number, the vehicle owner is required to change the physical licence plates on the existing vehicle to display the newly assigned vehicle registration number within three (3) calendar days. The vehicle owner should also inform his/her insurance company on the change of vehicle registration number for amendment of the insurance certificate.
It is an offence to keep or use the vehicle without displaying the vehicle registration number assigned to the vehicle. The penalty in the case of a first offence is a fine not exceeding $1,000 or to imprisonment for a term not exceeding 3 months, and in the case of a second or subsequent offence, to a fine not exceeding $2,000 or to imprisonment for a term not exceeding 6 months.
Display The New Road Tax Disc
Upon the successful retention of the vehicle registration number, LTA will issue the vehicle owner with a notification letter and a new Road Tax disc bearing the newly assigned vehicle registration number. The new Road Tax disc must be displayed on the vehicle windscreen within 7 days.
Extension Of The Usage Validity Period Of A Retained Vehicle Registration Number
If the retained vehicle registration number is not used within its usage validity period, it will lapse. Thereafter, the vehicle owner will no longer be able to use the retained vehicle registration number.
If the retained vehicle registration number cannot be utilised by the expiry date, the vehicle owner may apply to LTA (before the expiry date) and pay a non refundable extension fee of $1,000 and an administrative fee of $20 (subject to GST), to extend the usage validity period of the retained vehicle registration number. Each extension is for a 6-month period. There will be no refund of the extension fee and no pro-ration of the extension period or fee.
Retain The Vehicle Registration Numbers Of Vehicles Registered Under The Off-Peak / Revised Off-Peak / Weekend / Vintage / Classic Cars / Pulau Ubin / Restricted Use Schemes
The vehicle registration number can only be retained at LTA counter (Level 1, 10 Sin Ming Drive). The vehicle owner must first obtain approval from the LTA to break the number plate seals and to subsequently reseal the number plates before he/she apply to retain the vehicle registration number.
