A Workgroup, co-chaired by the Land Transport Authority (LTA) and the Ministry of Manpower (MOM), has completed its review on the safety of workers transported on lorries. The Workgroup, in consultation with various stakeholders such as industry groups, safety experts and transport operators, has recommended measures to further enhance the safety of workers transported on lorries. These measures will be rolled out progressively over the next three years.
The measures that would be implemented are:
From 1 September 2009,
- The maximum allowable height of a seated worker will be lowered from 3.2 metres measured from the road surface to 1.1 metres measured from the surface of the carriage deck of the lorry;
- The passenger seat(s) in the lorry's cabin must be filled up before workers can be transported on the lorry's carriage deck;
- Penalties for non-compliance with safety regulations will be increased;
- Enforcement against non-compliance with safety regulations will be further stepped up; and
- LTA's Hotline (1800 - CALL LTA/1800 - 2255 582) will be open for the public to report any instances of non-compliance with safety regulations spotted on the roads.
From 1 January 2010,
- Lorries registered from 1 January 2010 must be fitted with higher side railings and canopies that are able to effectively shelter workers from inclement weather if they are to transport workers on the carriage deck. Owners will need to affix on the back of the lorries a Maximum Passenger Capacity (MPC) label that shall have black characters on a yellow background (instead of the current MPC label which has white characters on a black background).
From 1 September 2012,
- Existing lorries (i.e. lorries registered before 1 January 2010) must be fitted with canopies and higher side railings if they are to continue to be used to transport workers; and
- The minimum deck space required per seated worker will be doubled to 0.744 square metres (or 8 square feet) for ALL lorries that are used to transport workers. As such, owners will need to re-calculate the MPC based on this new requirement and affix on the back of the lorries the MPC label with black characters on a yellow background showing the revised MPC from 1 September 2012.

Determining Maximum Passenger Capacity
When determining the maximum passenger capacity of a lorry's carriage deck, the usable deck area should not include the area occupied by any permanent fixtures on the carriage deck such as cranes and toolboxes.
Example
A lorry with a permanent toolbox secured on the carriage deck has the following dimensions:
Lorry total deck area = 3.1m (Length) x 1.6m (Width) = 4.96m2
Area occupied by permanent toolbox = 1.6m x 0.65m = 1.04m2
