Parking Rules and Regulations
 
Under the Road Traffic Act, "Park" means to bring a motor vehicle or a trailer to a stationary position and cause it to wait for any purpose other than that of immediately taking up or setting down persons, goods or luggage.

1. Double continuous white lines in the centre of a bi-directional road

No parking at all times on either side of the road.

2. Single continuous yellow line along the side of the road

No parking between 7 a.m. to 7 p.m. on this side of the road, except on Sundays and Public Holidays.

3. Double continuous yellow lines along the side of the road

No parking at all times on this side of the road.

4. Single zig-zag yellow line along the side of the road

No parking at all times on this side of the road.

5. Double zig-zag yellow lines along the side of the road

No parking or stopping at all times on this side of the road.

6. Single white zig-zag line

No parking or stopping at all times on this side of the road.

7. Single continuous white line in the centre of a bi-directional road

No parking at all times on either side of the road.

8. No parking or stopping abreast

No parking or stopping abreast to another vehicle at all times.

9. No parking within 3 metres of a fire hydrant

No parking at all times within 3 metres of a fire hydrant.

10. No parking within 6 metres of a traffic junction

No parking at all times within 6 metres of a traffic junction.

11. No parking within 9 metres of a bus stop

No parking at all times within 9 metres of a bus stop.

12. No waiting sign

No parking at all times along the side of the road.

13. No stopping sign

No parking or stopping at all times along the side of the road.

14. No parking within a pedestrian crossing

No parking at all times within a pedestrian crossing.

Parking Penalties
 
Illegal parking offences carry a composition fine of up to $300 depending on the vehicle category, i.e. light vehicle (unladen weight of 2,500 kg and below) or heavy vehicle (unladen weight exceeding 2,500 kg).

Apart from the fine, demerit points are imposed on the following offences:

a. 3 Demerit Points
  • Parking within a demerit points no parking zone (single yellow zig-zag line)
  • Stopping within a demerit points no stopping zone (double yellow zig-zag lines)
  • Parking abreast of another vehicle
  • Parking within a pedestrian crossing
  • Stopping at a zebra-crossing (single white zig-zag line)

b. 4 Demerit Points
  • Stopping or remaining at rest on the shoulder of an expressway
  • Stopping or remaining at rest on the carriageway of an expressway

For demerit points offences, it is mandatory for the vehicle owner to furnish the particulars of the driver.

Enforcement Of Illegal Parking
 
Where a vehicle is obstructing traffic or is illegally parked along parking restriction lines on public roads, the traffic warden will issue a Notice of Parking Offence (NOPO). The NOPO will be handed to the driver on the spot (if driver is present) or placed on the windscreen of the vehicle (eg. vehicle is unattended).

In cases whereby illegal parking is enforced by enforcement cameras (such as Closed-Circuit TV cameras) or lodged through public complaints, no NOPO will be issued on the spot. For such cases, a Notice of Traffic Offence will be issued to the registered vehicle owner for the parking offence via postal mail.

Reporting of Illegal Parking
Anyone who wishes to lodge a report on illegal parking must submit the following details/information to LTA:

a. Vehicle particulars
Key vehicle information to be included are the vehicle registration number, type of vehicle (eg, motorcycle, car, etc), make, model and colour of the vehicle.

b. Offence details
Key offence details to be included are the date, time, location and nature of alleged offence (eg. parking along unbroken double yellow lines, parking along single white zig-zag line, etc).

c. Confirmation of willingness to testify in court should the offender dispute the alleged offence
This refers to the submitter's willingness to testify in court should the offender disputes and decides to challenge the case in court.

d. Full particulars of the feedback provider
This refers to the full name (as in NRIC or passport), NRIC or passport number, residential address, contact number (residential/office number can be accepted but a mobile number is preferred) and email address. Accurate information is required so that we could contact the submitter to verify the reported information and in the event of a court trial, to request for his presence in court.

e. Photo/video evidence
Photo and/or video evidence submitted in relation to the offence must be sufficiently clear so as to identify the vehicle (especially the vehicle registration number) and nature of the alleged offence (road markings or traffic sign prohibiting parking at the location).

f. Accurate information to be provided
We regret that LTA will be unable to process the report in the absence of any of the above detailed information.
