Most people don't like road works as they often slow down traffic and generate more noise and dust. But road works are inevitable.
Road works are carried out to install utilities lines such as electrical or telephone cables as well as gas, water or sewer pipes beneath the roads. Roads are also dug to maintain or repair existing lines. Roads that are near to shopping centres, factories and office buildings may be dug more often due to the developments' higher demand for utility services.
Coordination of road worksLTA chairs the Road Opening Coordination Committee (ROCC) which plans and coordinates road works by the various agencies. The ROCC comprises members from utility services agencies, service providers, Housing & Development Board, Public Utilities Board and National Parks Board.
The committee meets monthly to plan and schedule their works so as to minimise newly resurfaced roads being dug other than for urgent works.
Unplanned road works
While LTA and the ROCC plan road works as far as possible, many of them cannot be forecast. These include road works to meet the ad-hoc demand for services and to repair cable faults or gas leaks. Traffic safety measuresTo ensure safety for road users while works are being carried out, contractors are required to:
LTA inspects work sites regularly to check that traffic safety measures are in place and the roads are reinstated properly.
PenaltiesContractors who fail to comply with the requirements are issued demerit points and/or fines.
Demerit points will be issued to errant contractors and some examples of infringements are:
Recalcitrant contractors may be suspended from carrying out any type of road work for at least 3 months.
Why are the roads bumpy after road works?The excavated road will be reinstated temporarily to allow motorists to use it during peak hours. Thus when travelling over these temporary reinstated areas, you may feel some unevenness on the road surface. However, the contractors will resurface and even the roads within three weeks upon completion of works.
Other authorities and land agenciesBesides LTA, other authorities and land agencies such as National Parks Board, National Environment Agency, Housing & Development Board and Jurong Town Corporation also regulate such works.
