Artist Impression of Serangoon Road after Upgrading
The Woodsville Interchange is located at the intersection of Serangoon Road, Upper Serangoon Road, MacPherson Road and Bendemeer Road. Serangoon Road and Upper Serangoon Road are two major arterial roads linking the city with the Serangoon corridor and the northeast sector.

The current peak hour traffic volumes at the interchange are close to its capacity. Long traffic queues have also been observed at the at-grade road junction during peak hours. The upgrading of Woodsville Interchange is needed to ease traffic flow.

The upgrading project commenced in October 2007 with the awarding of Gammon Construction Limited (Singapore Branch) as the main civil contractor. The physical construction of the S$130 million Woodsville Interchange started on 19 June 2008 with a groundbreaking ceremony officiated by the Land Transport Authority (LTA) Chairman, Mr Michael Lim.

When completed by end 2011, this massive road project, which comprises three road tunnels and a flyover, will seamlessly connect the four key arterial roads connecting the northeast sector to the city.

Features

The completed upgrading project will bring about the following features:
  • A 255m long two-lane vehicular tunnel from Serangoon Road to Upper Serangoon Road
  • A 245m long two-lane vehicular tunnel from Upper Serangoon Road to Bendemeer Road
  • A 160m long one-lane vehicular tunnel from MacPherson Road to Bendemeer Road
  • A 400m long one-lane flyover as a direct road link to cater for traffic movement from PIE towards Kallang Way
  • Reconfiguring the existing at-grade road junction to improve overall traffic flow
  • Removal of Whampoa North upon completion of the Woodsville Interchange upgrading

Benefits

Motorists will be able to use the new vehicular tunnels and flyover to travel seamlessly from Upper Serangoon Road to Bendemeer Road, MacPherson Road to Bendemeer Road, Serangoon Road to Upper Serangoon Road, and from PIE Slip Road to Kallang Way.

Traffic flow at the at-grade road junction will in turn be improved, as considerable volume of vehicles will use the new vehicular tunnels and flyover to bypass the traffic junction.

The reconfigured at-grade road junction facilitates all traffic movements, including right turn into PIE (Jurong) from MacPherson Road and Upper Serangoon Road.

Connectivity between the northeast sector and the city will be improved.

Temporary Realignment of Serangoon Road

A stretch of Serangoon Road starting from the traffic junction of Serangoon Road and Whampoa North will be split into two sections and temporarily realigned. This is part of several phases of temporary traffic diversions that have been planned to facilitate the construction of the road tunnels as part of the Woodsville Interchange upgrading project.

With the realignment, traffic will be segregated into two separate directions. Traffic moving towards PIE (Tuas) will have to keep to the left lanes of Serangoon Road and traffic towards Upper Serangoon Road and MacPherson Road will have to keep to the right lanes and travel along the realigned stretch of Serangoon Road.

The split and realignment of Serangoon Road will start from 12 July 2008 and will last for a period of about 3 years until the road tunnels are completed.

Traffic signs will be put up ahead of the split and realignment to inform and guide motorists in advance so that they are able to decide on the lane of travel before reaching the junction.

The junction between Serangoon Road and Moonstone Lane will also be signalised to control traffic flow coming out from Moonstone Lane. The existing U-turn from Serangoon Road to Bendemeer Road will be removed.

Keeping the Community Up-to-Date

LTA is committed to making sure that disruptions are kept to a minimum and keeping the community up-to-date on the progress of work. For example, LTA - together with the contractor, Gammon Construction Ltd, will be setting up a Project Community and Control Centre, or "PC3", where officers will address queries from residents living near the construction works.

The PC3 will be open from 9am to 5pm on weekdays and will showcase the project's progress, as well the architectural model and the artist's impression of the completed interchange. The PC3 will house traffic monitoring of the interchange to ensure that traffic is moving at a satisfactory level during the works.

LTA officers have worked with community leaders to explain the details of the construction project to residents, tenants and business owners. LTA will continue to keep the communities near the works informed of the status of works with newsletter and exhibits.

"As outlined in our Land Transport Master Plan, we have lined up a series of infrastructural developments to the road network over the next ten years. To bring these developments to fruition in our heavily built-up environment, we may have to tolerate some inconveniences, even with our best efforts to keep them to a minimum. We will involve the community in our works so they know what to expect and can identify with the benefits of the project. In this way we are working to achieve our goal of a people-centred land transport system," said Mr Yam Ah Mee, Chief Executive, Land Transport Authority.
