The Woodsville Interchange is located at the intersection of Serangoon Road, Upper Serangoon Road, MacPherson Road and Bendemeer Road. Serangoon Road and Upper Serangoon Road are two major arterial roads linking the city with the Serangoon corridor and the northeast sector.
The current peak hour traffic volumes at the interchange are close to its capacity. Long traffic queues have also been observed at the at-grade road junction during peak hours. The upgrading of Woodsville Interchange is needed to ease traffic flow. The upgrading project commenced in October 2007 with the contract awarded to Gammon Construction Limited (Singapore Branch) as the main civil contractor. When completed by end 2011, this massive road project, which comprises three road tunnels and a flyover, will seamlessly connect the four key arterial roads connecting the northeast sector to the city.

Traffic flow at the at-grade road junction will in turn be improved, as considerable volume of traffic will use the new vehicular tunnels and flyover to bypass the at-grade traffic junction. The reconfigured at-grade road junction facilitates all traffic movements, including right turn into PIE (Jurong) from MacPherson Road and Upper Serangoon Road. Connectivity between the northeast sector and the city will be improved. Temporary Realignment of Serangoon RoadA stretch of Serangoon Road starting from the traffic junction of Serangoon Road and Whampoa North is split into two sections and temporarily realigned. This is part of several phases of temporary traffic diversions that have been planned to facilitate the construction of the road tunnels.
With the realignment, traffic is segregated into two separate directions. Traffic moving towards PIE (Tuas) will have to keep to the left lanes of Serangoon Road and traffic towards Upper Serangoon Road and MacPherson Road will have to keep to the right lanes and travel along the realigned stretch of Serangoon Road. The split and realignment of Serangoon Road started from 12 July 2008 and will last for a period of about 3 years until the road tunnels are completed. Traffic signs were put up ahead of the split and realignment to inform and guide motorists in advance so that they are able to decide on the lane of travel before reaching the junction. The junction between Serangoon Road and Moonstone Lane has been signalised to control traffic flow coming out from Moonstone Lane. The existing U-turn from Serangoon Road to Bendemeer Road was also removed.
Relocation of ERP Gantry at Bendemeer RoadTo facilitate the construction of the road tunnel, the Electronic Road Pricing (ERP) gantry at Bendemeer Road has been temporarily relocated about 100 metres further down the road until end 2011, when upgrading works for the Woodsville Interchange are expected to be completed. Thereafter, the relocated ERP gantry at Bendemeer Road will be shifted back to its original location.
With the new gantry installed, motorists can see two separate ERP gantries along Bendemeer Road. However, only the new gantry is operational as the previous gantry is decommissioned. The switch over of the ERP gantry operation was carried out in early February 2009. During this period, motorists joining Bendemeer Road from the slip road off PIE (Tuas) will pass through two ERP gantries - the previous ERP gantry along the slip road off PIE (Tuas) and the re-located ERP gantry along Bendemeer Road. However, the previous ERP gantry along the slip road off PIE (Tuas) is not operational during this period. Hence, motorists will only be charged as they pass the relocated ERP gantry along Bendemeer Road. The relocated ERP gantry has the same ERP rates and operating hours as the previous Bendemeer Road ERP gantry. Information signboards are displayed at key approaches leading to the Bendemeer Road gantry to inform motorists of the relocation of the gantry. Temporary Traffic Diversion of Woodsville Interchange JunctionTo facilitate the construction of the underground road tunnel, 2 major phases of traffic diversions had been implemented at Woodsville Interchange from 16 January 2010.
First Phase (From 16 January 2010) The first phase of the traffic diversion took place from 16 January 2010, affecting motorists using Serangoon Road travelling towards MacPherson Road and the PIE (towards Changi). The alignment of Serangoon Road towards MacPherson Road, Jalan Kolam Ayer and PIE (towards Changi) has been altered. Motorists heading towards MacPherson Road, Jalan Kolam Ayer and PIE (towards Changi) now have to travel to the Jalan Toa Payoh / Upper Serangoon Road junction and make a right turn towards MacPherson Road, Jalan Kolam Ayer and PIE (towards Changi). Second Phase (From 24 January 2010) The second phase of the diversion took place from 24 January 2010, affecting motorists using Upper Serangoon Road travelling towards Bendemeer Road. The alignment of Upper Serangoon Road towards Bendemeer Road has been altered. Motorists heading towards Bendemeer Road now have to turn left at the junction of Jalan Toa Payoh / Upper Serangoon Road and keep right towards the MacPherson Road / Jalan Kolam Ayer junction. Traffic signs are displayed ahead of the diversion to inform and guide motorists in advance so that they are able to decide on the lane of travel before approaching the junction.
Keeping the Community Up-to-DateLTA is committed to making sure that disruptions are kept to a minimum and keeping the community up-to-date on the progress of work. For example, LTA - together with the contractor, Gammon Construction Ltd, has set up a Project Community and Control Centre, or "PC3", where officers will address queries from residents living near the construction works.
The PC3 is open from 9am to 5pm on weekdays and showcases the project's progress, as well the architectural model and the artist's impression of the completed interchange. LTA officers have worked with community leaders to explain the details of the construction project to residents, tenants and business owners.
