The Kallang-Paya Lebar Expressway (KPE) was opened to traffic on 20 September 2008 at 10.00am. Costing $1.7 billion to build, the KPE is part of the Government's commitment to build roads to support Singapore's growth.
The KPE serves the growing residential, commercial and industrial needs of the north-eastern corridor and is expected to reduce journey time in the northeast corridor by up to 25%. This benefits motorists travelling between the north-east sector and the city, as well as improves connectivity between the ECP, PIE and TPE. Safety Education ProgrammeTo drive home the safety message, LTA has also launched a safety education programme to remind drivers of safe driving habits when driving inside the KPE tunnel.
Safety signs have been installed on top of six selected tunnel entrances to the KPE since 8 September and will be displayed till March 2009. These signs carry safe driving instructions to remind drivers to "turn on headlights", and "turn on radio", while driving in the KPE tunnel. A safety card on safe tunnel driving habits and emergency procedures adapted into four languages - English, Chinese, Malay and Tamil - were also distributed to motorists with The Straits Times, Lianhe Zaobao, Berita Harian and Tamil Murasu on 18 September 2008. Motorists are encouraged to keep this safety card in their vehicles to remind them of the safe driving habits when driving in the KPE. Cameras in the KPE TunnelThe LTA and Traffic Police would also like to remind all motorists of the speed cameras installed in the KPE tunnel and advise all to adhere strictly to the prescribed road speed limit of 70km/h.
Offenders found exceeding the speed limits will be given demerit points ranging from 4 to 24 points. Those who exceed the speed limit by up to 40km/h may be offered composition, with amounts ranging from $130 to $200. Those who exceed by more than 40km/h will be prosecuted in court. Why 70km/h Speed Limit in KPE Tunnel?The road design parameters of KPE include bends and given the extended length of the tunnel, it is important for motorists to drive safely.
Speeding is a major cause of accidents and accidents in a tunnel environment can potentially be catastrophic. In a road tunnel, accidents leading to congestion could result in accumulation of poisonous gases such as carbon monoxide in an enclosed environment. The situation can be made worse especially in the event of a fire, and this would not be desirable. It is thus important to keep the speed limit of 70km/h in the KPE tunnel section to minimize the risk of accidents. For the open expressway section of KPE, the speed limit is 80km/h. About the Kallang-Paya Lebar Expressway (KPE)The KPE is a 12-km expressway that stretches from the East Coast Parkway (ECP) to the Tampines Expressway (TPE). With nine kilometres of the expressway constructed as an underground tunnel, the KPE is the longest underground expressway in South-East Asia.
The KPE starts from the ECP in the south, crosses under the Geylang River, Nicoll Highway, Mountbatten Road, Geylang Road, Sims Avenue and the Pan Island Expressway (PIE). The route continues from Aljunied Road and Upper Paya Lebar/ Paya Lebar Road before following Airport Road past the Paya Lebar Air Base to connect to the Tampines Expressway (TPE).
