With the opening of the Kallang-Paya Lebar Expressway (KPE) Tunnel, it is timely to familiarize yourself with the guidelines on driving safely in tunnels.

Restrictions and prohibitions in the Tunnel
- No Pedestrians
- No bicycles, tricycles or trishaws
- No vehicles carrying hazardous materials such as petrol tankers, LPG etc
- No vehicles higher than 4.5m
- No vehicles wider than 2.5m
- No vehicles longer than 13m
- No motorcycles with side cars attached, invalid carriages, three-wheeled vans, trailers with containers, concrete trucks, cranes, excavators, road pavers, tractors, dumpers, wheel loaders, bulldozers, graders, mobile concrete pumps or hydrant dispensers
Why 70km/h Speed Limit in KPE Tunnel?
The road design parameters of KPE include bends and given the extended length of the tunnel, it is important for motorists to drive safely.
Speeding is a major cause of accidents and accidents in a tunnel environment can potentially be catastrophic. In a road tunnel, accidents leading to congestion could result in accumulation of poisonous gases such as carbon monoxide in an enclosed environment. The situation can be made worse especially in the event of a fire, and this would not be desirable.
It is thus important to keep the speed limit of 70km/h in the KPE tunnel section to minimize the risk of accidents. For the open expressway section of KPE, the speed limit is 80km/h.
Offenders found exceeding the speed limits will be given demerit points ranging from 4 to 24 points. Those who exceed the speed limit by up to 40km/h may be offered composition, with amounts ranging from $130 to $200. Those who exceed by more than 40km/h will be prosecuted in court.
Traffic Signs for the Fort Canning Tunnel
As motorists approach the tunnel, there are three Variable Message Signboards located along Armenian Street, Hill Street and at the junction of Stamford Road / Armenian Street advising them of the traffic conditions or any incident in the tunnel.
Inside the tunnel, there are lane use signs to advise motorists of lane availability.
Safety in the Tunnels
In the event of:
Vehicle Breakdown
- Switch on the hazard lights
- Move to the road shoulder
- Use the nearest Emergency (SOS) Phone (located next to the slow lane of tunnel) to get help from the LTA Control Centre
- Alternatively, motorists can dial 1800-CALL LTA (1800-2255582)
- The LTA Recovery Crew will arrive at the incident site to tow your stalled vehicle to nearest designated car park
Accident
- If there is no injury, motorists are advised to drive out of the tunnel. Motorists are advised to discuss all details relating to the accident at a safe location away from the tunnel eg. public car park
- If there is an injury, or if your vehicle cannot move, use the nearest Emergency (SOS) Phone to get help from the LTA Control Centre
- Alternatively, motorists can dial 1800-CALL LTA (1800-2255582) or 995/ 999 for assistance
Vehicle Fire
If you notice smoke coming out of your vehicle:
- Use the manual call point to sound an alarm and wait for help
- Use the portable fire extinguisher inside the fire service cabinet
- Alternatively, motorists can dial 1800-CALL LTA (1800-2255582) for assistance
Emergency in Tunnel e.g. Fire
If you are in the tunnel,
- Listen to any of the local radio channels for LTA emergency announcements and instructions
- Look out for the lane use signs
- Do not proceed further if all red crosses in the lane use signs are lit up
- If you cannot proceed, do not attempt to reverse your vehicle; turn off your engine and leave your vehicle. Proceed to the nearest exit or escape route
Escape route,
- FCT - head for the tunnel entrance or exit, whichever is safer
- CTE/KPE - head for the escape staircase and cross passage doors within tunnels
If you are approaching the tunnel:
- Do not enter the tunnel
- Look out for the messages displayed on the Variable Message Signboards
- Use an alternative road to reach your destination
Major Obstructions
- Do not proceed further if all red crosses in the lane use signs are lit up
- Listen to any of the local radio channels for LTA emergency announcements and instructions
- Motorcyclists are advised to check with other vehicle car owners in the tunnel for LTA emergency announcements and instructions.
