The Traffic Police (TP) and Land Transport Authority (LTA) are pleased to announce the completion of the comprehensive road speed limit review for the western part of Singapore. Following the review, 65 stretches of roads in areas such as Bukit Batok, Choa Chu Kang, Jurong, Tuas, Upper Bukit Timah and West Coast will have their speed limits revised with effect from 6 January 2006. Please see below for the list of roads with the revised speed limits.

This is the last phase of the nationwide speed limit review which started in April 2005.

Island-wide speed limit review

Road speed limits are reviewed when there are changes in the road network and traffic patterns. Such reviews, which require time and careful planning, are usually carried out on a quarterly basis.

TP and LTA decided to conduct an island-wide speed limit review after taking into consideration several factors. Firstly, recent new developments such as the North East MRT Line (NEL) and the Sengkang and Punggol New Towns have brought about changes in land use and vehicular and pedestrian traffic patterns. These changes, in addition to plans for future developments, have a substantial impact on the speed limits of the surrounding roads.

In addition, advances in technology have greatly improved safety features of vehicles and roads. Coupled with public feedback that the speed limits of certain roads were too low, LTA and TP deemed it timely to conduct an island-wide speed limit review.

Factors that determine the new speed limits

In carrying out reviews of road speed limits, TP and LTA take into account the need to balance the safety of all road users and the efficiency of the road network. During the review, three main factors are considered, namely:

  • The characteristics of the road, such as its width, presence of road crest and sharpness of bends that may affect motorists' sight-distance judgement for safe stopping in an emergency;
  • The profile of road users at a particular stretch of road. For example, roads with high pedestrian traffic, particularly the elderly and children, or roads used regularly by heavy vehicles would require lower speed limits; and
  • The surrounding land use. Road speed limits in residential areas should be restricted for safety reasons.

In addition, accident statistics and public feedback are also taken into account when reviewing speed limits.

Responsibilities of road users

While the speed limits of the roads have been raised, motorists should continue to exercise their judgment and adjust their speeds accordingly where necessary, to ensure their safety and that of other road users.

Speeding remains one of the main causes of accidents. Driving or riding beyond the stipulated speed limits increases the likelihood of serious injuries in the event of an accident. Life is precious. Use the roads responsibly. Together, we can make our roads safer.
