Transfer of Vehicle Registration at the Premises of an Electronic Service Agent (ESA)

Providing the Transaction PIN to the motor dealer/ESA signifies the owner’s consent to and authorisation of the transfer of vehicle registration. With only the Transaction PIN, the ESA can immediately transfer the vehicle registration. Hence, it is important for the registered owner to keep the Transaction PIN confidential and not divulge it to anyone (including the motor dealer or ESA) until the registered owner is ready to effect the transfer of vehicle registration.

  • Duly completed and signed transfer form (with company stamp, if the vehicle is company-registered)


  • Identification documents of the registered owner and buyer for verification by the ESA.

For individual: 

- Original NRIC (for Singaporean and Singapore PR) or Employment/Immigration Pass Card* (for   Foreign National).

For company: 

- ACRA printout valid up to 14 days from date of issue;

- Original NRIC (for Singaporean and Singapore PR) or Employment/Immigration Pass Card* (for Foreign National) of the Director/Sole-proprietor/Partner whose name is shown on the ACRA printout; or

- Original NRIC (for Singaporean and Singapore PR) or Employment/Immigration Pass Card* (for Foreign National) of the Manager who is authorised by the Director/Sole-proprietor/Partner to sign the application form. The authorisation letter from the said Director/Sole-proprietor/Partner must also be produced


* Employment/Immigration Pass Card issued by the Ministry of Manpower and Immigration & Checkpoints Authority of Singapore (which bears the Foreign Identification Number)


  • Original motor insurance certificate in the buyer's name. Please ensure that the motor insurance policy (which shall insure against third party liability in respect of death or bodily injury) is already in force on the transfer date and covers the full period of the vehicle's road tax.


  • Original and valid vehicle inspection certificate issued by any Authorised Inspection Centre, if vehicle inspection is required prior to the renewal of road tax.

  • Original Vehicle Parking Certificate in the buyer's name, which is already in force on the transfer date and covers the full period of valid road tax, if the vehicle is a goods vehicle with maximum laden weight (MLW) exceeding 5,000kg, or a bus with seating capacity exceeding 15 passengers, or a trailer with MLW exceeding 5,000kg, or a mobile crane and recovery vehicle with unladen weight (ULW) exceeding 2,500kg.


  • If the vehicle is a light goods vehicle (LGV)* or small bus with a seating capacity of not more than 9 persons (excluding driver), the buyer must submit proof of business that includes the following: 


    - For business or company, the original instant printout issued by the Accounting & Corporate Regulatory Authority (ACRA) valid up to 14 days from the date of issue; or

    - For hawker or farmer, the original hawker's licence issued by NEA (National Environment Agency) or the original farm licence issued by AVA (Agri-Food and Veterinary Authority).


* Goods vehicles with MLW not exceeding 3 metric tonnes if the LGV was registered with a COE issued before 1 April 1998; or MLW not exceeding 3.5 metric tonnes if it was registered with a COE issued from 1 April 1998.




  1. Within 7 days of a change in possession of a vehicle after a sale, the current registered owner or the person/company taking possession of the vehicle must effect a transfer of vehicle registration. It is an offence not to do so.


  2. The transfer of registration of a vehicle owned by a diplomat, embassy or consular mission, or a deceased owner can only be carried out at LTA.


  3. If the current registered owner wishes to retain the registration number of the vehicle, he/she must apply to LTA to retain the registration number before the transfer of the vehicle registration.


  4. Before applying to transfer the vehicle registration, the vehicle should be cleared of all encumbrances, e.g. vehicle financing.


  5. The new owner is advised to check the age, engine and chassis numbers, and other particulars of the vehicle to ensure that they tally with those recorded in LTA's system. Vehicle with altered engine and/or chassis may not be granted with PARF and COE rebates upon vehicle deregistration. The owner must ensure that the road tax and motor insurance of the vehicle remain valid at all times.


  6. The new owner of a Light Goods Vehicles (generally vehicles bearing index mark starting with 'G') and small buses with 9 passengers or less (excluding driver) must display the registered owner's name, business address, business/company registration number, passenger capacity and any other additional information as the Registrar may require on both sides of the vehicle within 7 calendar days from the vehicle's registration in his/his company's name.


  7. Upon transfer of vehicle registration, any remaining road tax, Off-Peak Car cash rebates or PARF/COE rebates of the vehicle, if granted, will be to the new registered owner.


  8. For every transfer of vehicle registration, a notification letter will be issued by LTA to both the current and the new registered owners to inform them of the successful transfer.
