Understanding vehicle import


You can import a brand new or used vehicle into Singapore. After importing a vehicle, you must register it before you can use it on the roads.


Importing a vehicle


Before you import a vehicle, you must ensure that your vehicle meets the registration and technical requirements specific to the type of vehicle you are importing.

When importing a vehicle, you have to pay Singapore Customs 7% GST that is calculated based on the total cost of importing the vehicle. The total cost of importing the vehicle includes the cost of the vehicle, insurance and freight, as well as any duties that have to be paid.


Import and register a car


You can import a brand new car directly from the manufacturer or from a country with higher or equivalent safety and exhaust emission standards as Singapore. You can also import a used car that is less than 3 years of age, and also classic or vintage cars.

When importing the car, you will have to pay an excise duty to Singapore Customs, calculated based on 20% of the Open Market Value (OMV) of the car.

Import and register a motorcycle or scooter

You can import a brand new motorcycle or scooter directly from the manufacturer or from a country with higher or equivalent safety and exhaust emission standards as Singapore. You can also import a used motorcycle or scooter that is less than 3 years of age, and also classic or vintage motorcycles or scooters.

When importing the motorcycle or scooter, you will have to pay an excise duty to Singapore Customs, calculated based on 12% of the Open Market Value (OMV) of the motorcycle or scooter.

Import and register a goods vehicle

You can import a brand new goods vehicle directly from the manufacturer or from a country with higher or equivalent safety and exhaust emission standards as Singapore.  You can also import a used goods vehicle that is less than 3 years of age.

Goods vehicles are classified according to their Maximum Laden Weight (MLW):

  • Light Goods Vehicle (LGV)                         — MLW ≤ 3,500kg
  • Heavy Goods Vehicle (HGV)                     — 3,500kg < MLW ≤ 16,000kg
  • Very Heavy Goods Vehicle (VHGV)      — MLW > 16,000kg

Engineering plants are vehicles which are specially made for engineering or construction operations. Engineering plants (except recovery vehicles and concrete/cement mixers) are exempted from COE and Additional Registration Fees (ARF).
